COMMERCIAL ITEM DESCRIPTION
FERTILIZER
The General Services Administration has authorized the use of this commercial item description in preference to Federal Specification O-F-241.
Salient characteristics:
The fertilizer shall be furnished in the following types and classes as specified in the procurement documents:
Type I – Solid form
Class 1 – Powdered or pulverized
Class 2 – Granular or pelletized
Type II – Liquid form
Class 1 – Solution
Class 2 – Suspension
Class – Slurry
The fertilizer shall meet the minimum requirements for the respective percentages of total nitrogen (N), available phosphoric acid (P2O5), and soluble potash (K2O) specified in the procurement documents. The fertilizer shall be analyzed as specified in the AOAC Official Methods of Analysis. Tolerances are permitted as specified by the Association of American Plant Food Control Officials. The overall index value of the fertilizer shall be not less than 98 percent.
The fertilizer shall be treated to make available the primary, secondary and micro plant nutrients which it contains. Phosphorous (phosphoric acid) shall be soluble in water and neutral ammonium citrate, and potassium shall be soluble in ammonium oxalate, as defined in the AOAC Official Methods of Analysis.
The fertilizer shall be cured and seasoned. The fertilizer shall be ready for direct application to the soil and shall possess the proper mechanical condition for proper drillability. The fertilizer shall be a free-flowing, thoroughly and uniformly mixed product, or for type II Classes 2 and 3 fertilizer, in a state which can be thoroughly and uniformly mixed by agitation before use.
When specified in the procurement documents, the contractor shall provide a certified analysis of the fertilizer.
Packaging, packing, and marking. The packaging, packing, and marking shall be as specified in the contract or order.
Note: Purchasers should specify in the procurement the (i.e. the respective percentages of total nitrogen (N), available phosphoric acid (P2O5) and soluble potash (K2O) of the fertilizer required and if a certified analysis is required.
